Volvo 850 Rear wheel do not free spin

I noticed my rear axle wheels do not free spin. I replaced my rear rotors w/ EBC Rotors & redstuff ceramic pads along w/ SS brake lines from fcpeuro.com. It seems the previous owner put new hub/wheel bearings on both rears. So either the Hub nut is to tight or one of the pistons on each caliper is stuck in the open position. Any thoughts MVS?

Did you try to spin the axle with the wheel on or off?

Is the emergency brake adjusted overly tight?

@ Rspi ... Tried to spin wheel with tire off...
@ E Showell... Never checked E brake and last I looked at them, they needed replacement anyway

You could have a frozen Ebrake. It does happen.

Try with the wheel on. It is always hard for me to rotate the wheels axels with the wheels off.

First thing I would check is the adjustment on the e brake. Even when its adjusted properly you will have some slight rubbing. Take some slack off and see what happens.

In likelihood of occurrence

Frozen caliper - looking at your pix and NYC location - I would go with this at 93% probability
Sticking emergency brake - usually happens if it isn't used regularly, and then used one day.
Seizing wheel bearing - almost always accompanied by nasty noises in wheel.
