Almost no chance you can get a loan on 25 year old car...

I have no idea what Black Book’s Cars of Particular Interest (CPI) would list this vehicle's worth, nor if an insurance company would underwrite it for some higher amount.

Imho, he's blowing smoke, and few customers would have the jingle in their pocket.
