2000 V70R - E-brake cable replacement question

I've just got back to the project and have removed the old cable. Needless to say, the 'specialist' who replaced them last time omitted the plastic retaining bracket for the e-brake cable that mounts to the rear jacking points. I plan to replace the one on the cable as I happened to have both the plastic retainer and the rivet from a past project that didn't need it.

What I am curious about is there are 2 green pieces of tape circling the outer cable in the area where this cable tie goes. Are these there to show where the cable tie is to be positioned?

I am using OE cables so perhaps the aftermarket ones don't have this? Before I tie everything back up, if anyone knows the answer it would be much appreciated.

I did not zip tie in my e brake cable replacement. I paid very close attention to the positioning and did 1 side at a time to use the other side as a template.

The new cables should come with the clips on the sheath at the wheel end...??
