1999 C70 Convertible. Nothing when top switch is pushed

1999 C70 Convertible. Nothing when top switch is pushed

I just got a 1999 C70 convertible. When the button is pushed up or down I get nothing, hear nothing!

I checked if any power at top switch, there is. I checked the white wire if it's getting power at the module when switch is pushed down, yes. The green wire gets power when pushed up also. The handbrake switch works and there's continuity to the ground in the top switch when handbrake is pulled. the constant powers (red/white, red/black) wires have power at the module and the constant grounds are good at the module also. What is supposed to happen first when the top switch is pushed down? The top is completely up against the windshield now. does the Chime relay need to be in place for the system to function properly? As I cannot even hear any chime or see any LED in the top switch when the button is pushed up or down..... where do I go from here?
