99 volvos80 no turbo surging and throttle loss

today im sitting in my driveway with the car running and it starts to surge real bad then I put my foot on the gas pedal and it wont rev up like it has some governor on it or something wont go past like 2 grand so I put it in drive and floor it. nothing, just like it has some restrictor on it or something. this goes on for like ten minutes. I shut it off and start it again and floor it and its back to normal. what the hell? its done this twice to me. any comments are welcome. plus the dstc service light wont go away or disengage.

symptoms sound similar to going into limp-home-mode
pretty scary when it happens going 70 on the Interstate

try to pull any codes out that you can to help give a clue of what's going on

when this happened to me, it was the ETM that was shot
replaced it with XeMODeX...now smooth as butter
