I wasn't thinking about rain. Specifically, I was thinking about stuff falling out of trees and clogging the cowl drains.

If it's just water, it probably doesn't have anything to do with the heater core. To my knowledge, the only think that would leak out of the heater core is antifreeze.

You have a drain that is clogged. You need to remove the shroud or plastic that covers the wiper motors. In the passenger side their is a drain for all that water that drains from windshield.
You need to removed the shroud and clean all the junk that accumulates over the years. You might also have to re-glue the plastic boot that brings fresh air into the cabin.
