1998 S70 Rough Start and Idle

Hello,
My Volvo sat around for a winter and now is having a tough time running. I have my suspicions that the PCV breather system needs replacement as I am seeing some smoke poof out of my dipstick shaft. However, I noticed recently that some oil was accumulating on top of the engine (around the base of the oil cap stem) and that there was some smoke coming up from under the plate on top of the engine block. Is this a sign of a very serious problem or could it all be linked to the PCV system? The PCV replacement from what I understand is a very complicated replacement on these cars and if more is involved than I am not sure if the car is worth keeping. That leads me to my next question. Is there a slick way to find folks in my area looking for project cars? Thanks!

Pcv system replacement is pretty simple but it's time consuming.

There is a plenty of write-ups on this forum about how to do that.Search repair database for instructions.
