2001 v70xc rough start, low idle, low boost pressure

2001 v70xc rough start, low idle, low boost pressure

Upon starting the RPM hits 6000 then plummets to 400-500 rapidly and threatens to stall. After a minute idle levels off at about 800 steadily. Also my cruise control will not turn on at this point. While driving acceleration is sluggish and no matter how far down the pedal gets my boost pressure seems to be governed at 3psi (typically around 8psi) regardless of gear or speed. When decelerating it feels sudden, almost like I'm in a gear lower than I should be. Vaccum pressure hits 20in hg, RPMs drop off until 1000 then searches between 1000 and 1200 until about 35 mph. Idle in gear hasn't been a problem until today in which I had a normal idle for a few seconds then the car completely stalled. The weird thing is that I haven't gotten a single CEL and these symptoms are completely intermittent and from one start to the next it'll go away except for my low boost pressure. I have no idea where to even start with this. Money is tight so I'd hate to throw cash at a mechanic just to diagnose my problem unless absolutely necessary!

Air hoses tight, any hissing noises under the hood?

I've done a quick check from air box to turbo looking for leaks and also vacuum lines. I haven't gotten super thorough so I'm not 100%. No hissing.

I removed fuse #6 and 23 under the hood and tried to start the car to sweep the ECU. That fixed my cruise control and rough start/idle problems but I'm still missing about 5 psi of boost.
