Just a follow-up to this problem.

After diagnosing the bad fuel pump I replaced it. I opted to buy the fuel pump replacement kit rather than the Volvo full replacement. The cost for the kit was $76, the volvo pump $403. It requires you to disassemble the existing pump and reuse the outer case. Overall am I glad I did this and saved over $300.

If anyone wants more details on this job just let me know.
