90 240 DL wagon only starts with starting fluid when cold.

Yes similar to a rattle snake i guess. Both old and new did it. Old one if i tap on it it seems to work.

My 1988 Volvo 760 Turbo Wagon was doing that. I traced the problem to a bad connection at the boost pressure over pressure switch. The over pressure switch was between the LH 2.2 ECU and the fuel pump relay. This is how the FPR is grounded. Your 240 doesn't have this part but you may want to trace the wires from the ECU and the FPR.
Fuel system relay pinout:
85: RED/BLK - To ECU pin 18.
87/2: YEL/RED - To fuse 4 then to pumps, also to idle valve pin 4, injectors, and O2 sensor.
86/1: YEL/BLK - To ECU pin 21.
30: RED - To Battery 12V.
86/2: BLU/GRN - To ECU pin 17.
87/1: ORG, BRN - ORG to AMM pin 5, BRN to ECU pin 9.
Fuel system relay pinout:

Even though its starting it takes a few times on crank for 3-4 seconds off probably 3 times and it will start. Once i start n drive it fires right up. Gonna do the filter next. Should be here tomorrow or wednesday.

Main fuel pump has a check valve. If check valve is letting pressure go back to the tank while sitting over night it will require doing as you describe to start the engine.

Is the check valve under with the pump and filter?

The check valve is installed in the outlet of the main pump.
