90 240 DL wagon only starts with starting fluid when cold.

Well cant hear or feel the inline pump working at all. Jumped it from fuse 4-6 and nothing. Relay seems to be working,so i ordered a pump,filter,and check valve along with new balljoints. Will install when i get the and should have the problem solved.

When i jump fuses 4-6 the pump runs? Turn on the key pump doesnt run ? Have new Fuel pump relay new fuel pump new fuses thru whole fuse box new fuel filter,why isnt the fuel pump triggered on with the key being on?

Pulling my hair out.
Replaced fuel pump relay,fuel pump,fuel filter, all fuses, cleaned fuse box very well. When i turn the key on the fuel pump does not turn on... When i jump fuse 4 to 6 the pump runs... When i jump 30 to 87/2 the pump runs. Car will start/run/drive right now cause i primed the pump,but it will not in the morning. Why will the key not turn on the pump?

Man i think i either try a used ECU and if that doesnt work I guess I have an awesome parts car. I do not believe I can reconstruct an ECU.
