I'm still not fully convinced it's the regulator.
Can you start the engine and then quickly disconnect the positive terminal with the engine running? Take measurements at the positive leads and see if voltage still climbs. If not your culprit is the battery.

Bad abs module. Never heard of the battery smoking... That's kinda scary. I'd do a parasitic draw test and find out what's drawing so much power and yank it's fuse.

Pulling the positive on these newer cars is really harsh to the ECU's. You don't wanna fry a vin-tagged 99+ ecu... That'll be pretty expensive to take care of.

The voltage is 17V at the terminals. If something were drawimg current from the battery the voltage would be far lower.
Lesson 101 here is V=IR
Yanking the positive allows the alternator to solely supply voltage to the car's electrical system; nothing wrong with that as long as the power is clean and without AC content.

His abs module is likely fine, it will shut down on its own and trigger codes if the voltage is too low or too high. In any strange voltage situation it's the first thing to take a break.
