'99 S70 Base NA -- Oily Power Steering Reservoir

I don't know about you guys, but every S or V70 I've looked under the hood of has an oil sheen on the exterior of the power steering reservoir. Is this from leaking power steering reservoir caps or is it a leak around the body of the reservoir (which seems to be formed by upper and lower halves fused together)? Any cure for this? Pretty sure it doesn't affect vehicle operation, but it is pretty unsightly.
