The purge and canister vent valve both can be tested with 12v and ground, polarity doesn't matter.
{urge valve should open powered and vent valve should close when powered.
The purge valve is pulsed when operated at a variable pulse to regulate flow.
The vent valve is continuous powered but only during the tank leakage test.
Both are powered 12V side through a relay and ground side is completed through ECM. One wire at each should be system voltage if engine is running.

Well i detached the pipe from the ORVR valve to the canister. Lo and behold a flood of gasoline fumes! The filter must have been clogged. Depressingly, the canister is located in the least accessable spot imaginable. Behind the fuel filter right up against the floor of the trunk. FML. Has anyone changed one of these canisters? Really don't know what to do.

Are you working on a 1998 or a 1999??

1999 the canister moved to the trunk floor as noted above, but the components are different than 1998

I've been wrestling with this system for a couple years. On my 1998 V70 AWD I had to remove the fender skirt to get to the shut off valve. It's pretty far up there and I couldn't find another way.
