1986 240 GL fuel Injectors not pulsing

hello, i just recently became the owner of a 1986 Volvo 240 GL wagon :D It is a manual with automatic overdrive and will not start. i have read forum after forum but cannot seem to find a solution to my problem. Any help would be appreciated.

My problem: I am getting good spark and getting fuel to the fuel rail but the fuel is not reaching the cylinders. I checked the 25 amp fuse in the fender-good, fuel pump relay-bad, jumped fuses 4 and 6, getting fuel to fuel rail. I am stumped and am not quite familiar with these cars yet as this is my first Volvo. Again, any help is appreciated, thanks in advance!

If your fuel pump engages after engine is cranked, then this means there is positive voltage on injectors.

So, to confirm, take off one fuel-injector wiring connector (push in on clip), insert a 12 Volt test light in one terminal or the other, and crank engine...does test light show voltage?
