Have you tried swapping the fuel pump relay? It is in the back half of the fuse box. These regularly go bad as the cars age. Look for a thread on how to use a paperclip to help short it to make it work long enough to prove if this is the issue.
There are several other possible issues, like the ignition switch, the fuel pump, pnp switch (if auto trans), and cam sensor. Start with the easy one, fuel pump relay.
Neil.

Oh dear! The PO has really opened the can of worms. Did the car ever run again after he had all the parts changed out? I am staggered he didn't just buy a new key. You can buy one from Volvo based on the VIN number.
IF the answer is the reason the PO sold the car to you because he could not get the car running again, then you could be in doodoo! If the car did run after all the parts were swapped then we are looking at other possible issues.
Did the PO have the repairs done by a dealer or someone competent on Volvo systems, or did he go and buy a bunch of parts and throw them into the car to try to get it running again?
Do you by any chance have the old parts still available?
With your car being a 97/8 I think it may be just before the cars were fitted with a chip in the key. That makes it even stranger as to owhy the owner did what he did as they are fairly cheap a no programming is needed.
The security system is coded to the car, and when it comes to that there are others here who have way more knowledge than me so I'm hoping someone will jump in to help.
If you can give some more back-ground as suggested above, we may be able to find a way forward for you.
