1997 850 Base - Fog Relay for driver's rear brake light

Not sure if the issue is relay failure, b/c new bulb, still the driver's side rear brake light doesn't work.
It's the same side where fog light is located.

Any pointers?

My search points to PN 9128814 Lamp Control Failure Sensor.

Ozark Lee points to the blue box located under the trunk carpet, behind the driver's rear light.

Can his controller be tested with multimeter?

Pin numbers printed on relay housing.
3 x Stoplight is likely 54H (high-mounted) R for right and L for left, is it?
