2004 C70 Both Low beams out.

I have a 2004 C70 my drivers side low beam went out last week and a few days later the passanger side died. Both High beams work, and I have tested the lows and established there is no power at the fuse box under the hood for either side low beam. Any suggestions? Thanks in advance for any help.

Headlight relay?
