2000 V70xc TCV the same as a BCS?
I am new to the world of Volvo's and am having some issues with mine. This is my first turbo car and have little knowledge of what i got myself into. I had my ETS light come on and took it into the shop and they had said that my boost control solenoid was going bad. I get most of my parts from IPd and they have a turbo control valve (TCV) and a boost control solenoid (BCS), is it the same part? Or do I have to replace both?

Same function but the iPD one lets you manually control boost IIRC.
But enough about turbos...the diagnosis of TCV failure lighting your ETS light isn't very good. Get some inputs here before you order that part.
How many miles are on the car? Have you had the Electronic throttle body (ETM...the big part of the Electronic throttle system ) replaced? If you peer under the intake manifold can you see a white or yellow sticker on the ETB?
These cars ( 1999-2002 ish) have an ETB that packs up in the 100-130k mile range. The fixes are 500-1000 bucks, or cheaper if you can do some reasonably fine soldering work

Follow JRL's advice. The IPD TCV is only required if you are boosting above standard boost pressures. I have one and had issues with the first one supplied by IPD. I needed the IPD on as my car is boosting above 17 psi (yours is not).

No way does a boost controller error relate to the ETS system error. Sometimes a bad ETM will report MAF and O2 sensor because of poor fuel/air mixture but NEVER a boost controller error.
Get the car read by a competent Volvo specialist shop with diagnostic gear that can handle this type of problem.

Thanks for the input. I did have my throttle body replaced. It was a week after I got the car. It was a great welcome to the Volvo community. My car has 175000 on it.I got some input from my buddy with a 2001 v70 and he told me to buy the part from ipd. I did get it, but still have issues with the light coming on. It did bring some life back into the car though. So what I should probably just drop it off at the volvo dealer and have them trouble shoot it? Sry about the delayed post.

Most of the dealer service departments can get it figured out, but they are top of the rate card.So what I should probably just drop it off at the volvo dealer and have them trouble shoot it?
How hands on are you as a mechanic? There is no shame if you don't wrench the car yourself but if you do, for less money than the dealer will charge you for the diagnostic scan, you can buy VIDA/DICE and do the diagnostic work yourself. If there is an independent shop that specializes in Volvo and other European imports in your area they tend to charge about 50% to 60% less than the dealers. Many of the indies are very good but some are not so good - do your homework.

You have to get the right part then have it programmed to match on a 2000 while in the car.
It won't run until you do this, even in limp mode. If you've turned a wrench, replacing the ETM isn't too bad ( I just wrote up the worst part, manifold replacement!).
After replacement you need the computer and VIDA to marry your ETM and cars' modules.

I bought my VIDA/DICE clone from Shenzhen Zeus via Aliexpress. There is no PayPal and I was apprehensive about providing a credit card to a website in China but the transaction was very smooth and the unit worked fine out of the box. Installing the software can be tricky and the DVD that they send is a double layer DVD that needs a double layer DVD player. Without the double layer reader only about 70% of the program files are installed and the "crack" file won't be accessible. The program wants about 4 gig of ram and it really want to run under windows 7 pro. There are some tricks that you can use to run on a lesser machine and we have links to a virtual machine version of the program that you can download and then install the program right from the hard drive.
