Hello, I installed fog lights on my s60 that didn't have fog lights. I plugged them in to the pre existing wire harnesses, swapped out the button cover with a fog light button, and brought it to the dealership to have the software installed. They installed it, said the computer took it, and said the fog lights didn't turn on. They said the fuse was good and the fog light button lights up when you press it. I checked the lights themselves with a battery and they light up, any help would be appreciated.

I had the same problem as well on my 2004 V70 2.5T FWD. I installed the foglights, had the dealership enable it via VIDA but no lights. I posted the same question on this site without any responses, so I decided to solve the problem on my own.

The solution turns out that you need a foglight relay, Volvo PN 30765031. I purchased my from eBay for about $12 shipped. On the Volvo CEM module there is spot, CMI11 for that relay. Most likely your spot is empty like mine was so all you need to do is pop in that relay and you'll get lights.

I got the relay from the dealership, put it in the CEM that I found underneath the dash on the drivers side and BAM! Working fog lights! Thank you! Now since I know they work I'll order a relay online and go get my $23.00 back from the dealership.
