The GLT is a low pressure turbo and you can't hear it like you can with the HPT cars. Not hearing it doesn't mean it isn't working as it should.

Your best bet regarding your "body kit" inquiry would be to find an "R" bumper from a v70R. It will have the sweet lip/chin on the front, along with foglights. You might get lucky at the yard or find one on craigslist. Even if you find one in a different color, they are easy to repaint. Forgot to mention, the bumper is called a "skin" because its only the plastic part. You can replace just the skin or the entire bumper, both are relatively easy. I did a bumper removal without even raising the car. When you open your hood, you will see flat torx screws on the bumper, hinting at how to get it off.
Not too many "body kit" options I have seen, but the R bumper is much more practical, better looking, and way easier to install (body kits are usually epoxy, screws, trouble) The front end will definitely "look" lower without actually lowering the car which is what you are going for. I have a 98 S70 and am thinking about lowering it, I would just lower it instead of a body kit. Also I find one of the best things about owning a Volvo is the conservative looks seemed to have saved me a lot of money in speeding tickets so I wouldn't be so quick to make it look faster. Gotta love the sleeper look!
