1998 S70 T5 re-programing new remote keyless entry

Hi guys, I had to replace my remote by a new one for my '98 S70 T5. Found one on eBay for about 20$ (9166200) but that's not the point... First, I wanna know if I can re-program it by myself and secundo, if yes, what is the procedure to get over it.
Because some tell me yes it is possible, some other says nope, only at the dealer. Speaking of dealer, these bunch of thieves at Tradition Volvo in Québec charges up to 200$ to do it. And he is the only one in the area. Useless to say I will never pay that amount of money, question of principles....
So if anyones out there could give me a clear and true response about it, it will be very appreciated.

On a '98 an independent shop that has a Volvo scan tool can program it. It requires the pin number for the car but that apparently isn't a big deal to get. I think my local indy charged me $35.00 to program a used one for my daughter's '98 S70.

My guess is that it could be done without a shop with the ELM327 based scan tool but I don't know if anyone has figured out the instruction code for it.

On the '99 and '00 cars it is a huge deal and used ebay remotes are worthless.
