1992 240 volvo No power to fuse 4/in tank pump not working

Both pumps new-new relay-swapped jetronic ecu twice-Have power coming into relay (red wire 30)Have power coming out of relay (yellow /red no. 87) but nothing at fuse 4 to run in tank pump.Working on this for 12 days now .PLEASE HELP
