You should have both obd1 and obd2,since it's '95.It's transitional year for obd system for these cars.

Obd1=diagnostic ports under the hood...producing flash codes
Obd2=no diagnostic ports under the hood,no flash codes....specific Volvo scan tool required for every module in the car EXCEPT engine.For engine diagnostic communication,regular scan tool will serve it's purpose.
From '96 and on all of these cars are Obd2 compliant.
