2001 c-70 HP 2.3? turbo, manual- engine shorted
Previous owner reported the engine shorted. He has lost power to everything. No starting. What are some quick tips to see if computer and vital components are OK or cooked? Thanks

I would start by checking the fuses. Namely the ones that relate to the CEM. Look at the panel on the driver door. From there I would drop the CEM and check the relays. I had a terrible short and it ended up being a relay - I pulled every module, rebuilt the CEM, replaced the climate module, and had the DIM rebuilt. The cause of all the problems was the relay. It took out all the components I had to repair. So start there. If that proves not the problem you will have to check each wire with a VOM.

Engine shorted is not very informative. If you have had a massive electrical bus problem or fire, the car will cost more to fix than book, unless you do all the labour yourself and have a junkyard source for the oddball parts.
On the other hand, I've had people report "massive electrical failures" caused by a bad battery.
