2002 V70 - OEM Passenger Wiper Bent by Design?

I picked up a pair of Volvo OEM wipers, and the passenger side wiper is bent along the length. See the picture below. I've never seen anything like this. Is this normal? If so, which side faces 'up' the windshield?

Thanks. Which side goes 'up'? Should it catch water at rest or not?
