The oil tstat is for the oil cooler and does not cause this issue of no oil pressure.

Perhaps you may want to drop the oil sump and look to see if the pick-up screen is clogged.

I've never gone this deep into a Volvo block, but the classic move on a VW is to reassemble the engine and leave the gears out of the oil pump...

No the gears were definitely in. I was thinking of checking the pick up tube as well, guess that'll be next.

I can't help but think that the bearings are not clearanced properly. Did you use plastigauge to clearance them?

Other than the above did you install a full o ring set for oil feed and ensure the pick up tube has a new one?

Found the issue, apparently when I sent the oil pan in to be cleaned an air valve, part # 463963, was removed which I hadn't noticed. With it gone oil just drained back into the pan and didn't allow for any pressure. Got a new one and everything is fine. Thanks for the help everyone.

I am curious about the exact role of this part number 463963.

I read online that it was meant to allow air trapped in the oil filter to escape, rather than go through the galley. Not sure how correct that is though, I wasn't able to find much information on it.
