Oh well, we seem to have veered off topic somehow...
Not sure how efficient all proposed methods are in terms of deterring theft but sure enough, we've encouraged the Original Poster to run away from our forums, haven't we...
Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.
Disclaimer: We (very) seldom do that

Sorry :? what about drilling a hole thru the metal arm and installing a screw? Atleast then they will need a tool of some sort to remove the wipers.

To the Original Poster:

It is possible to hardwire your GoPro and set it up to record non-stop 24/7; however the drain on the car battery will become an issue very soon.

Alternatively, most good dash cams have a motion detect feature that allows monitoring for a set period of time once it's triggered. I do not have a GoPro but I have a mini 0806: http://mini0806.com/

You can set the MD sensitivity and power-off time delay with the default firmware, or you can upload a custom ROM to add more options
Hope this helps

Oh I forgot, the price of a dash cam is comparable to that of a set of replacement fancy-shmancy wiper blades
