what about drilling a hole thru the metal arm and installing a screw? Atleast then they will need a tool of some sort to remove the wipers.-

It is possible to hardwire your GoPro and set it up to record non-stop 24/7; however the drain on the car battery will become an issue very soon.
Alternatively, most good dash cams have a motion detect feature that allows monitoring for a set period of time once it's triggered. I do not have a GoPro but I have a mini 0806: http://mini0806.com/
You can set the MD sensitivity and power-off time delay with the default firmware, or you can upload a custom ROM to add more options
