Engine Compartment Fusebox
The fuse itself should be OK in your case (otherwise the ECM and a ton of other branches would lose power)
Sorry, cross the ECM out (I was looking at the Diesel arrangement)
The HO2S heater circuits will be affected on your car.

Yes, I would definitely check it
Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.
Disclaimer: We (very) seldom do that

But in the engine compartment no fuse is marked as 11b/4, only numbers like 1 2 or 3.
Is it the number 4 fuse?
Also, what do you mean by 'cross the ecm out', is it not something affected by this fuse? Is it something I should consider as 'ok'?
Thank you

Veilleuxpbd wrote:Okay, Pin 1 has intermittent 12vdc when attempting to start the car, which from what I understand means that the ECU is telling the ign coil to fire.
Pin 2 has about 5vdc on it when ign is on.
Pin 3 and 4 are dead.

Does this mean that the ECU is good, but that the supply wire for the primary winding in the coils is gone?
I think we are getting closer here. Pin 1 should be constant 12VDC, not fluctuating, correct. The coil is fired by the ECU grounding pin 4, not by turning on pin 1

( my understanding and consistent with wiring diagram in thread)

Are all those mounting bolts tight?

11b denotes the electrical distribution box in the engine bay, the number four demotes the fuse number 4 within the electrical distribution box - Mike

Well.. two good news and a bad one.

First good; the car runs! :D
Second good; you guys are awesome, and I want to thank everyone who's helped me

Bad one; I am an idiot
I had checked the fuses when the car got towed home, and every fuse was ok, but since then I worked on the car and attempted to start it (and jump it) a number of times. Fuse 11b/4 was indeed shorted, changed the fuse, boosted the car, gave it a few cranks and smoked the whole parking garage with oil smoke

Again, I am deeply thankful for everyone that has helped, I'll be on my way to find a job

Nice.

Nothing like that feeling of those 5 cylinders springing to life after a week of troubleshooting...except hearing a 1954 36 HP VW engine last run in 1963 start up, perhaps.

Two is greater than one (usually)
Good job, glad you sorted it. Don't forget to pay yourself for the hard work!
