Very strange. If this was my car I would grab another ECU and pop it in, but I have spare ECUs. May cost you $40 from the junkyard (actually they are $25 at pick-n-pulls around here) but would try it just to see where the baseline is. The problem is almost *never* the ECU but why none of the monitors are resetting?

Haha irrelevant now ... disconnecting the battery should not be an issue, no blame on you!

I wonder if the problem is the code reader!

I had the same problem as you. There is the drive cycle and another cycle procedure called "flywheel adaption procedure". If you disconnect the battery you can loose the Flywheel adaption data. The procedure is hard to do. Do a search for "Flywheel adaption procedure". I don't disconnect my battery if i can help it, any more.

Call a local dealer and talk to service department about your problem. 1998 Volvo have special exceptions when it come to emissions ready codes. The dealer would tell you if Connecticut has special rules for your Volvo. In pa I tell the inspection station that it is a 2.3 liter engine and it will pass with no ready codes ready (check engine light has to be off). I have a 1998 v70xc.

I actually did the flywheel adaptation procedure three different times just to be sure, even though it makes no sense to me, as the car is an automatic and has no flywheel. It has a flex plate. I am in CA and I did check to see if my parents car would be exempt from readiness monitors. It is not. Apparently 95 and 96 models are because the ignition switch wipes the monitors every time the key is switched either on or off. I'm not sure what the smog tech did, but either way, he hooked it up and it passed smog today so I'm off the hook at this point! Thanks for the tip though!
