That is one freaky noise!
Based mostly on location: Maybe the front headlight wiper, I can't remember if you can easily unplug that side or not. I know it is a bear to remove the pass side wiper. Or the washer pump? But it is not a typical engine-internals noise at all, I think this is great news really.
I would try the stethoscope idea. Or maybe pull fuses one at a time with the key turned one click, until the buzz shuts off. You are close now, should be pretty easy to find. Good chance to learn what parts are tucked away up there!

With engine OFF and that kind of noise on passenger side area, possibilities are:
- HL washer motor (unplugging is easy, the brown connector on the top of HL assembly).
- Alternator (never seen this in an alternator before)
- ECU, TCU
- Windshield pump (usually fails quietly, no noise)
- ? Radiator Fan, Aux Fan
- Relays shorting out
As mentioned, used a stethoscope with engine OFF.

Mystery sound is now solved!! It was the headlight washer motor. They never worked when I bought it from the previous owner so I never would have thought they could be the source of the sound. Thanks CN90 and Erikv11 for the great advice. I'll try to find a new one at the salvage yard and put it back together. I hate to leave a wire unplugged like this so I'll tape up but ends until I get my hands on a new motor.
