Hey guys,
I'm hearing a plastic on plastic kind of noise when turning the steering wheel - Sounds like its coming from right near the base of the steering wheel itself, kinda as it goes into the dash.
I've searched but can't seem to find much other than people describing the problem..
is there a solution to this?

The first step is probably for you to find out exactly where it's coming from - maybe you kicked or bumped something, something cracked and is rubbing, and so on. Sounds like a pretty car specific issue to me...

Most likely is just the surround of the steering column rubbing on the steering column when turning. This may have come loose and just need the 3(?) torx screws either tightened or loosened and re-position the 2 halves of the column cover.
Another area to check is that there is nothing loose under the lower cover under the dashboard.
Finally, there is a bearing that can dry out at the bottom of the steering shaft where it goes through the floor. I recall someone doing a how-to on that.

My '00 S70 did that. I noticed it when the weather got cooler.
I removed the 3 T25 torx screws from the bottom cover, and popped off the top cover. I found that the plastic was all cracked where the screws went into the plastic, and one of the clips on the top half was busted. There was almost nothing holding it in place.
I worked some plastic epoxy into the cracks, and stuck a paper reinforcement ring on each one. I also put a dab of that same epoxy where the clip on the top half was busted, essentially gluing them together, but not so much that I can't easily get them apart if need be.
I'm keeping my eye out for a set of gray ones (color code 3970) from the junkyard

I've tracked the noise down to the rubber boot where the steering column goes through the firewall...I've tried to spray some oil around it but the noise just comes back the next day...
any thoughts? this is very annoying...

If you read my original note, I said there is a bearing there. The grease dries out over time and starts to squeak.
I recall reading a right up on how to access it and re-grease. I`ll try to find it when I get time, or try to search for it.
