I recently changed the front and rear pads while leaving the rotors alone. Yes I usually at a minimum cut them but the pads were bad and didn't notice until the weekend so needed to at least get those replaced.

Since doing this the pedal is very soft. My 98 V70XC has better pressure than the 90.

I did not let any air in the system. I uncapped the fluid reservoir when compressing the pistons in, then capped it when pumping the brakes. I did one at a time.

Any thoughts?

Probably just the new pads having yet to mate with the rotors. I just did this same thing 10 days ago, and like you, felt less braking power. It sorted itself after 20 miles of city driving. I did a few high speed hard stops to speed the process.

It's definitely more pedal motion than before. Feel like lack of pressure more than just a soft pedal like you probably have.

I see people talk about their spring clips were installed wrong I guess I can check that but the 09 seems to have a completely different type and one I can't find a photo of it on a car anywhere to see if I have it right.

Fixed. It was both rear caliper springs. I guess that is what I get for working until 1am.
