1997 960 Fan staying on/overheating

Hey guys, I have a 1997 960 that is having fan/overheating problems. I noticed the fan was staying on so I replaced the thermostat, then the fan relay. Now when I turn on the car the temp gauge will read normal, then the fan will turn on and the temp gauge will climb real high. Then the fan will turn off and the temp gauge will drop back to the middle, as soon as the fan comes back on, the temp gauge will climb back up. It almost seems like the fan is doing something to the temp gauge. Any ideas
