The by-product of combustion is water vapor and carbon dioxide. You will seem steam because 3 miles isn't enough to warm up the exhaust system.

I researched this once and found from a reputable source that in cold climates, you need to run the car for 25 minutes, under load, for the engine and all components to reach thermal equilibrium. Your temp gauge is much quicker than this, but doesn't tell the whole story
