2006 xc70 highbeam doesnt work

i am robert and live in the Netherlands
i have a volvo xc70 oct 2006 imported 2009 from canada trough Germany to holland
problem halogen highbeam doesnt work
its a bi-xenon unit with low beam xenon and adjustment of hight of the xenon when hih beam is turned on
in that cas the H965w highbeambulbs dont illuminate; fuse 22 en 23 in fuse box below steering wheel are mounted and ok
H9 65w bulbs are ok
switch left on the dashboard as wel in 1200 position(highbeam symbol) as in 8.45 pos( full left/ pos 0)
my dealer says its because a canadian car with different lightning

i hope someone has a good suggestion to solve the problen so that both xenon in up postion and the halogens 65wH9 illuminate
