1999 v70 ac clutch never engages
Hello. I have noticed that my ac clutch never engages, or makes any noise whatsoever. Inside the car, the orange lights on the ac and recirc buttons flash for a while when you start the car. The fan blows hard, but there is absolutely no ac. I hooked up a gauge from an autozone ac recharger and the pressure was so low, the needle didn't move. I'm not sure if it's even supposed to have pressure when it's not running. I'm wondering if I need to recharge the ac, shim the clutch, or investigate some more.

Most likely you have a leak. Find the leak, fix the leak, then put the system in vacuum, if it holds vacuum, then charge the a/c system.

The flashing lights are a sign a fault code has been stored in the ELectronic climate control control unit. Dealer or a higher end scanner can read the codes and begin your quest for Cold air

Since you have no pressure at all you will need to replace the accumulator before you attempt to recharge the system. With an open system (no pressure) the desiccant in the accumulator gets spoiled.
The accumulator may actually be the source of your leak (they tend to rust on the bottom) but leave the old one in place while you search for the leak and then change it last, just before you pull the final vacuum and recharge.

Long delay... Anyway, the system had no freeon. I recharged it and the AC is ice cold. However, the condenser is leaking from one of the metal tubes off the side tank. The climate control error is CCM-414, which is related to the interior ambient tempurature sensor. I'll give it a good clean and hopefully everything will be good to go!

You need to fix that leak. Putting Freon into the air is neither good for you ($$$) nor us as species. In addition, if it ran out you will fry your compressor from humidity incursion that will rot it out from inside.
