Passenger side HID went out

Hi,

The passenger headlight would come on and then go out. So, I replaced the ballast, after testing another bulb and having the same results, and the headlight would come on, but was flickering. It stayed that way for a few days and then it went out. I tried another bulb with no luck.

Is this a igniter problem?
