So, this diagram would apply to the '99 T5, correct? And those are the vacuum hoses I should be looking at?

I think that's exactly the diagram I have on my 1999 T5... And alas, it's wrong.
With ME7, we don't have the fuel pressure regulator and the Electronic throttle body on a turbo car lives under the intake manifold, not to the rear.
The evap canister position is also wrong.
That's what makes MVS the Most Valuable Site....

Is this valve always working?
It seems after my car has been operating for about 10 minutes, it starts to run rough. Then to limp mode.
The Vapor Canister Control Solenoid is not operating when car is running rough and limps.
Is this my issue or just normal for limp mode?

No 'ck engine' but I have misfire codes on all cylinders, stored in OB2 reader. Voltage and coils are OK.

There are individual coil packs on this one C70 1999. Coil packs are new. I am starting to think it may be fuel/emissions related. I just noticed that when it acts up, the purge valve is closed. When it is running normal the purge valve pulsates ... at least on my car. It has symptoms similar to ETM failing but I am told that misfire codes are not associated with that ETM failing either. I'll keep digging. Any suggestions are welcome.

It's an inline filter for the purge valve. If you're talking about the 1998 V70R on your profile, you should have the newer style purge valve though, without the filter. If it's an early model it could possibly have the earlier style.
