2001 S40 no Low beam , no tail lights

I have a very weird problem on my 2001 Volvo S40, My low beam headlights and my tail lights stopped working. High beams and all other lights work just fine. I have changed all fuses, bulbs, CEM and a light switch and still no lights .....Where can I go next. Any suggestions would be appreciuated.

Was the CEM reprogramed after replacement?
It is my understanding that the dealer must do it.
