HeliCoil. Drill, tap, put wire coil inside, and put use old bolts. (make sure the bolt threads are not damaged first)
But this isn't going to fix the "1qt/250 miles" issue.
I would start with the PCV system first for your oil disappearing issue.

After playing around with the bolt swapping...the questionable bolts torqued down well in the other holes and the already known "good" bolts torqued down BETTER but not perfect in the questionable holes... I suppose this means i will be nursing this issue until the holes get re-drilled? Is there anything more i can do to help secure the bolts (adhesives)?

75 miles later 4 bad holes turned into 2... I went snooping for more oil leaks and found plenty of oil build up on the driver side of the engine...cleaned it up but still not sure exactly where its coming from

Cam seals are for model up to 1998.
Starting 1999, just a plastic cover, which is usually destroyed by the process of removal.

Sorry, i'm a bit confused. I thought that is the exhaust cam cover (metal) i removed to unveil the oil leak. What is the metal cover i removed to show in the pic? And what is the part called that shows the oil leak?

No danger at all. The 99 comes without a seal there but many people put them in anyway. Go with Corteco, don't go with a cheapo seal it will leak.
