So today I started the car and the engine revved right up to 3.000 RPM. and then ran very crappy.
I did an online search and found that the Throttle body is likely the culprit. When I purchased the car the seller gave me a receipt with a replacement throttle replaced under warranty by Bonita Springs Volvo. with 2 year warranty on the part. The part was replaced last year.
I called bonita springs Volvo and they confirmed that the Warranty stays with the VIN number, so there wouldn't be any issue.
Had the car to a Volvo dealership near me towed to replace the part. I instantly said it is the throttle body. , But they insisted the need to do diagnostics on the part, and if there is a warranty I don't have to pay for diagnostics. Yesterday they called and said that the throttle body needs to be replaced plus the O2 sensor. (which I think is total BS , there was no check engine light)
I told them hat I learned from Bonita Springs and that their service manager advised me. After hanging up on me several times and me finding out that the 'service manager for volvo', I talked to is in fact a MAZDA service manager (according to the phone dispatch). they said I need to pick up the car and pay for the diagnostics, their Rep said there is no warranty on the part. WTF...

Did you sign an estimate authorizing the work? In N.J. they'd have a hard time collecting for the diagnostics if you didn't do so.

They didn't do any work , they want me to pay for diagnostics, but I told them 50 times I know what the problem is it's the throttle body and it's under 2 year warranty. But the dealership said there isn't any warranty and so I have to pay for diagnostics or pay $900 for them to fix it
The Dealership in Bonita Springs advised me and said the warranty stays with the VIN not a new owner.

Tell them they did the diagnostics without prior approval and ask them to show you a signed statement in which you agreed to them performing the diagnostics. If they can't come up with one, I'd tell them to give me my keys or I'm calling the police to retrieve them. Their choice.
P.S. I'd make sure they had pulled the car around to where I could see it before initiating the conversation.

Service work generally do not transfer a new owner, they are correct on that one. Your receipt actually says one year warranty in text - the sharpie writing is unlikely to carry much weight. That warranty work was not "VOLVO" warranty either, that program has long expired.

Of course you could have a faulty O2 but it will not CAUSE another failty ETM so I don't understand their insistence to replace both.

Thats what my take on this O2 sensor situation is. It's January , they are slow and try to milk every job they can. I am not trying to get at them. I just want them to do what they are supposed to do. And they still have the chance to make it right.
But as I was telling the Volvo service manager AKA Mazda service manager. 'Sir,You are not doing the dealership a favor by trying to scam us. You are actually hurting the Brand!'

E Showell's advice about bringing the spare keys is sound if you have access to the carpark the car is stored in.
If not just pay their diagnostic and pick up the car. A 2 year old ETM may not be faulty. Replace the O2 sensor and see how it runs. Also ask to see the diagnostic report and see if you have any of the following ETM FAULT codes: ECM-904F, ECM-903F, ECM-1A5D, ECM-9150, ECM-9160, ECM-902A, ECM-9120, ECM-9590, ECM-950F, ECM-91A7, ECM-91CF, ECM-958F, ECM-959F, ECM-951F, ECM-904C, ECM-150A
If none of these are present keep the fault report and threaten them with legal action.
