Throttle body not working

I would agree with you on this, that it just looks like a part #, serial # and software download revision. No failure mode codes there unless I'm missing something? Maybe there is another part to this?

Like all things there are good and bad dealers, and dealer personnel. I have had my share over the years and have ended up taking my vehicles to a repair shop further away to get good service. I would suggest, that as the dealer #1 was the one that claimed the part was under warranty then they
are possibly partly to blame.

However, Volvo have a lifetime part and labour warranty in North America, and something called Service Advantage that includes free diagnostics and a written quote for repair work and free software upgrades. See:

Perhaps you should visit, dealer #1 and discuss with them and see what they say. In these cases I prefer to talk to people directly, then I know who I am talking to and get them to put stuff in writing.

Dealership #2 has certainly not handled your situation correctly. Have you gone over their heads and spoke with a Volvo USA rep?

I called Volvo customer care twice . and talked to the Volvo dealership #2 GM who had the rep for FL call me. At first he was super arrogant and abrasive. In the end , he agreed on me paying only half of the diagnostic fee. That was before I saw the interesting link scot850 posted.

The diagnostic report is no more than a statement of modules fitted and which software serial numbers are installed. All Volvo cars can be scanned for a Network report regrdless of fault condition.

ETM is throttle control
ECM is engine control
TCM is transmission control
CDM is central driving module

They have done no more than a whitewash of your request and they have failed to prove that they genuinely diagnosed a real fault with your vehicle.

I wonder what did happen.

As an interesting side note I've come across 2 yellow labelled ETMs both built in 2014 that had faulty welds in the main block connector where the wire enters the ETM body. Perhaps this was another one from that faulty batch of welds......
