how much power do i want this car to make?

What was causing the 1/2 boost, the chipped ECU?
Abscate is trying to be helpful, this forum is meant for people who are having issues with their car.

Yes, but this is an ecu from a 95 turbo, put into a 97 r. Also the vacuum tree had a 4" long piece of tube going nowhere, used the free nipple for a boost gauge. If anyone Can post a comprehensive diagram of vacuum tree hose routing this would help many people. I would say most half boosting 850s more than likely have a leak in vacuum lines or intake and intercooler hoses. If the car has ANY vacuum escape it will skew the tcv, causing the computer to permanently roll back target boost until it gets a happy reading from the rest of the engines sensors saying "OK to boost" more or less...

Uncapped, I presume? If on the other hand it was capped and not cracked, that was not the cause of the leak/reduced boost, something else was.

Let me now take a moment to thank you all. Over the past 10 years of owning these cars I have visited this site countless times. Each time walking away with a new and useful piece of info. Yes the hose was uncapped. And thanks for the diagram.

I figure what better day to take the 850. As a snowstorm approaches the northeast....since the bit of maintenance it's running great. Idle smooth only after warm up. Running on 93 getting excellent mileage considering driver behavior...... Now just that passenger wiper to move again. So desperate to drive only with one working wiper. Tyvek tape over broken headlight lens . Drivers door only opens from outside. Heat stuck on defrost. The little things!!!!!

If you decide to take out the wiper assembly, make sure you take pics of how it's all aligned. That thing is an absolute PITA to try and get back to normal if it gets f-ed up... :)

Thanks , whatever is broken I can hear it slide inside the cowl on sharp turns !! I'm now finding out no wiper fluid is making it to the nozzles. What a day. In true Volvo fashion all the things you need stop working...
