I now notice a surging Idle and when I turn the car off, I can hear a high pitch noise near the ETM is that normal?

Was the new ETM matched to your car and programmed or just installed with fingers crossed that it's a match for your car? Did you buy part number 36050563? If so it will have a recent fw pre-installed for 2001 turbo but it may not necessarily match your car's ECM (engine control) version.
If the ETM continues to whine with ignition in Pos II and engine off I can tell you quite certainly that it's not a match.

I hear that high pitch noise when the ignition is off and the key out of the ignition.

The ETM should not whine with the key out of the ignition. Disconnect the ETM plug and see if you have 12V there with the key out. Link to ETM diagnostic flow chart.http://xemodex.com/us/knowledgebase/etm ... 1999-2004/

Pull the engine management relay out, it might be stuck.

With that part number this has to either be a V70 2001 or 2002 non turbo or a S60 2001 or 2002 non turbo. If you bought a used 8644344 it won't suit your car withour programming.
I checked that previous post of yours and I can see that you have a 2000 model V70. You most definitely have the wrong firmware in the ETM.
