@ Abscate: I am taking a break from the Volvo for a couple of weeks. Heading down to the homeland next Tuesday. I will resume troubleshooting when I return.

Hello all, Got back to Florida yesterday. After a pleasurable trip, I will now continue to deal with my cold start issue some time next week. Right now I am taking a vacation from my vacation.
THINGS TO DO:
some yard maintenance
work on my Jaguar restoration
service my other vehicles
pay my bills
the list goes on and on.
Anyway, it's good to be back home. Will keep you all informed of my progress as soon as I start work on the Volvo.

I finally decided to resume work on the Volvo.
Having tried all of the recommendations given in the past, I have a single question at this point in time.
There are two ambient sensors on the car. One is installed at the front lower grill on the driver's side, and the other installed on the plastic cowl on the passenger side.
From what I understand, the sensor on the driver's side reads the outside temp for the instrument cluster and the sensor on the passenger side sends an ambient temperature reading to the ECU.
If this is so, can anyone tell me how to test this sensor?
Or this sensor has nothing to do with my cold start issue.
