Engine won't pass 4000 rpm

Good evening everyone . I had recently an issue with my 99 C70 2.4 T , the issue in question is when I'm on the freeway my engine won't pass 4000 rpm even if I'm doing over a 100 mph . My CEL is on but for a vapor issue from the gas cap . I heard that it could be a Catalytic converter , but I have no idea .

Any help or answer please ???

It could be a bad tach. Just revving in neutral will it go above 4000?

I had a problem on the high end, turned out to be plug wires. At the higher rpm's, they just broke down. Worked fine at lower power. Changed the wires, and fixed it.

Also, is it possible that you have a waste gate leak?

Mine will not in Econ mode, but does in Sport mode. Do you have a switch to change modes?

I'm not familiar with the C70, so I may be way off here. I have 850R's

N/a cars will NOT rev past 5000 rpm in neutral,should be the same for turbo ones too.It's a safety feature because it's not good for the engine.
It certailnly must rev past 4000rpm at idle.

A very good friend tells me a 1999 T5 M revs 3750 at 100 mph.
