The main reason I use the plastic coated version from Volvo is it doesn't react with the fender metal causing them to rust. Also the plastic makes them a little thicker so they fit more snuggly.

I have used larger headed aluminum rivets in emergencies, but they can be harder to find. Using a small steel washer behind them may help prevent the aluminum-steel interaction especially in places like here where a lot of salt is used on the roads in winter.
