There are too many cars on the road and even more laws regulating them for every shop to remember specifics like this off the top of their head. For example, why would a shop that never sees Volvo's be expected to know off hand that the 98my is exempt from having all monitors ready? Forums like this are great because experienced members can let you in on these little known details.

It isn't a Volvo thing. Every car can pass with one monitor not ready, and pre 2001 can have two not ready

That's an EPA ruling which most states follow

That's good to know. Do you have a source for that/do you know which states don't follow it? I can't remember where I read it but I thought the 98s in particular had issues with setting the monitors and so an exemption was made for those cars in particular.

I haven't found that list.

I think the way this plays out for most is that most garages don't know about this rule. I have been retested for monitors not ready in NY but I don't know when the EPA monitor rule was put into effect. When my 1999 started the 2000 mile resets behaviour, I researched it, talked to my local garage , and passed with EVAP not ready

Note that in the 2014 CA memo from CARB, they were contemplating NOT following the EPA rule.

Try 5 that were not ready. It's definitely a Volvo thing for a '98 V70. :shock: And the kicker is they would not get in the "ready" mode for anything. No drive cycle in the world would get them set. CA made an exception for a reason because, believe me, they don't do that very easily.

That's right , CA has its own list of cars that are special snowflakes. Don't forget to ask for your participation trophy too.

A few other states do this and Volvo often shows up in these lists,
