Are you talking about the fan at the front of the car or in your AC system? If the one in your engine bay that's usually a sign that the engine coolant temperature (ECT) sensor has gone bad. Does the temp of the car (as indicated on your dash) fluctuate? If it does, that's another indication of this issue. The fan starting on its own is suppose to happen but not after the engine has cooled completely.

Ah, okay... LOL. Yes, very strange that it stays on. You sure you don't have auto engaged with thermostat? Hmmm, but it runs even with the key out right? Then there has to be some cross bleeding between positive power wire somewhere... Sorry, I'm not much help. Hopefully someone who knows these units can chime in to help you.

depends on what always on is.

it does run the fan after shutdown to clear the evaporator so it doesn't get mold and smell bad.
so if it runs and then shuts off, normal.
if it runs until the battery dies, problem.

I understand NOW that it clears the evaporator. NOW the fan(inside the car) doesn't stop blowing ever as long a car is on.this has nothing to do with the fan coming on to clear the evaporator. do I need to replace the resister?

maybe. it could be a CCM fault too.

or it could be automatic air quality things.

which CCM unit do you have?
